Title VI Plan
The federally required Title VI Plan is a comprehensive document that guides HGH in the Title VI process. HGH receives federal funding through SANDAG and therefore is subject to this federal requirement.
In 2012, the Federal Transit Administration (FTA) set new guidelines for SANDAG requiring sub-recipients of SANDAG Grants to submit a Title VI Plan to FTA every three years. HGH, as a sub-recipient of such funds, must prepare and adopt a Title VI Plan at least once every three years. The Title VI Plan emphasizes the HGH Title VI process and procedures, including the use of public outreach techniques and innovative strategies to specifically include Limited English Proficiency (LEP) Populations within the region.
Title VI is a Federal statute and provides that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance. The requirements for the Title VI Plan under FTA Circular 4702.1B incorporates environmental justice principles into plans, projects, and activities that receive funding from FTA.
A Title VI Plan is the required guide for all Title VI-related activities conducted by HGH. As such, this plan will contain the procedures, strategies, and techniques that will be used by HGH for increasing public involvement in all programs and projects that use federal funds and creating a more inclusive public participation process for LEP Populations.
